Make compatible with pg9.6+ pg_stat_activity view. However 9.6 brings the idle_in_transaction_session_timeout
setting which is a much better alternative to this function.

PostgreSQL pl/pgsql function to log long running transactions, can also output details of locks and terminate/cancel statements.
